From what was somewhat explained, the Equalists' movement had already been going on for quite some time. It's just that Korra came in towards the end of it.. and also kind of triggered its end-game.

The season finale was a little rushed, but you have to look back on the entire season. This was not an action packed series. In ALTA, we normally got at least one major villain/hero action fight or more an episode. This series had a more dramatic story line for it's adult viewers. Everything we wanted to happen, happened. Amon was reveled and defeated. Tarlock pulled a Snape and proved good in the end. Korra learned airbending and went into the Avatar state. We saw Aang. Lin got her bending back. We saw Bumi and Katara. Maybe it was a little predictable, but it was exactly what we wanted. They listened, they delivered, and personally I am happy with how it ended, and I think lots of other people are.

Adding on to the equalist movement having been started for a long time before the series started, you do know that LoK took place over a larger period of time then was let on right?
