Umm, I don't think he killed Tarrlok.

I dunno, with the other characters they kinda twitched after Amon took their bending, but Tarrlok hit the ground hard and didn't move at all.

in some sense he did kill the blood bender as he can no longer bend

That is not known for sure. you never see Amon take the bending away. It is however heavily implied. It is not shown that Amon touched his forehead, it just cuts to Tarlok falling down.

If the theory that Amon is Yakone is correct than he could use his bloodbending son to help take over the city. Also why did he take Tarlock by himself instead of seeing that the avatar was captured? Just some food for thought. Not necessarily true.

My theory is that Amon is Tarlock's sibling, and his chi blocking is just an advanced form of bloodbending.
The way that Tarlock says Amon's name in the episode just before his bending is taken away (or not taken away, as you said) made me think they Tarlock knows Amon personally.
The chi blockers hit a sequence of pressure points very fast, but amon just puts his hand on the person's head for a second. This makes me think that Amon isn't a chi blocker, but a blood bender.

If I am right, and Amon is in fact a blood bender, it would be almost impossible if he was Yakone because Aang took away his bending (or if this was the case I would be disappointed in the writers).

TL;DR I think Amon is Tarlock's brother
