It is probably because the mask is a bit curved. In the first pic you look from underneath and in the second pic you look from higher up.

A person's face can have a similar effect. Sephiroth is one example... His lips can be perfectly level, however if he changes the angle by looking downwards, it gives that smiling effect that he has.
Most likely, Amon's mask was designed in a similar fashion, in order to be more frightening psychologically to anyone who looks upon it; such that when viewed from below, it gives a angry, harsh look to the mask, and any who see it evenly level, is given the view of a smiling monster, closing in on it's prey.
