The guy thinks he'd need to be crazy to walk across made a bridge made out of a flashlight's light-- only because the other guy would probably turn it off. He's supposed to be crazy because you can't walk across a flashlight's light.

I'm pretty sure it has nothing very deep:

In the last panal, it says " You'd turn it off when I was halfway across."
Its actually meant to be the joke because he's more worried about the other guy turning off the flashlight, instead of being worried about trying to walk on light.

IF its philosophical (which it is), its not that Joker doesn't want to cross (From the bad roof to the good roof of freedom), its just that he doesn't trust batman (or anyone for that matter) enough to keep the light shining long enough for him to cross.
sad... isn't it?

I think it's more of a poke that the only person actually trying to help him has some serious mental problems of their own, considering the joke is about two lunatics and one of them did manage to cross the gap by using physical prowess, but is still as out of touch with reality as the nervous one.

As the story goes there always needs to be a batman, no matter what. The reward for being batman after Bruce dies is that he gets to enjoy his life with his family for a few years before starting the cycle anew. Each universe's Batman has a story through his eulogy. Alfred's was that there truly was no need for batman, he could only stop petty criminals and it was never really enough for Bruce. Fearing that Batman would drive himself into the ground fighting as many criminals as possible Alfred hired a bunch of his acting buddies to pose as super-criminals with himself as the Joker. When bruce finally caught on he went to confront the method actor playing the Riddler who was so dedicated to the role actually believed himself to be the Riddler and shot Bruce while he was trying to calm him down.
