These are not yes or no answers, there would be many variables involved.

for instance:
a. If you shot a man in the head because he was trying to kill, it would be likely that you regret having to had killed him, I don't think you would be condemned to hell for that.
b. If you murdered someone in cold blood, then went to prison for your crime and some time later you discover the bible, and become christian, If you truly regretted your actions (and I mean truly , it must be %100, not a single bit of doubt) you would be forgiven. It is said that god will forgive any sin if the sinner is genuine with their plee for forgiveness (like I said before, %100 genuine).

there are other situations of course, but I thought those were decent enough examples.

Some people need the promise of Heaven and the threat of Hell to keep their moral compasses pointing North. There sure are a lot of loopholes to getting in, though.
