i watched the entire anime just to hear this in english (2nd to last episode). it wasnt word for word with the subtitle version but in the dubbed they say it differently but making more sense

It does if there's context. Shirou (the one pictured) is talking to his summoned servant Saber about his ideals. Its supposed to be an idiom about the idea of tough opponents that "won't die if they're killed" but it was literally translated in the subtitles. This also doesn't include the full line which is: "People die when they are killed... and that's the way it's supposed to be."
