They're more efficient, are able to run the same speed at lower revs 1.2 liter naturally aspirated Opel Corsa D for example runs 120kph at 4000 revs/minute while the 1.4 liter Ecoflex turbo Opel Corsa E with 100hp will make its top speed of just under 200kph with less than 4000 revs/minute and thus they are more quiet. One of the things that politicians are taking into consideration when they're talking about lowering emissions is the improvement of traffic flow; obviously, if everyone would drive a car with a better acceleration, people would be able to drive at the speed limit for longer periods of time thus lowering the amount of time everyone spends on the streets. You could therefore combine a lower emission because of lower fuel consumption with shorter time spans that people are driving. Short comparison:

1.4 liter turbo in Skoda Octavia III with 140hp:
- Definitely going 100kph at the end of the motorway entry
- 5.3 l consumption per 100km on the autobahn if you drive at a moderate speed
- Engine runs nice and quiet
- You've got four passengers + some bags with you? No problem!

1.2 liter naturally aspirated engine in old Opel Corsa D with 80hp:
- You maaaybe have 100kph at the end of the motorway entry ... if you drive off a cliff!
- Don't ask me where they got the measurements for consumption for, I never really got below 7 liters per 100km
- Engine sounds as if you're about to extend wings and take off if you try to overtake a semi on the autobahn
- Four passengers + stuff in the trunk? Good luck getting up a hill lmao

Small displacement engine's & turbos are becoming very common in America as an alternative to a larger naturally aspirated engine. It's just more efficient.
