I would go 3D for anything other than writing and symbols type stuff. If you get a 2D tatt and later add 3D ones, the first will look like a sticker. Personally I try to avoid really fine detail just because it fade and has to be redone. General shading to add depth is pretty straight forward. Sit down with your artist and come up with a couple designs. They are happy to do it, and if not it's a good sign to move on.
