i took a drawing class and went from terrible to not-half-bad-if-i-do-say-so-myself...-and-i-do. i think most people have a certain type of art they can excel in; for example, im no good at portraiture, but i can do patterns and shapes as well as using quick scratchy lines to form pictures. i cant really explain the latter any better, it was just a style i adopted while doodling and refined in the class.

tl;dr yes and no, you can get better but you have to find a niche.

the teacher would give us assignments of things to draw, and we always had the same amount of time (1 week) to finish the assignment(s). hed help us out and give us tips, but as you go along and work with the different styles you quickly realize what you are and arent "good" at. and if doing a particular thing interests you, youll spend more time on it and thus get better.
