This isn't something new to the system.    
   
Clinton did it, Bush Senior did it, Ford did it, Reagan did it about a hundred times, and of course Carter was the first to start it. It's usually because congress throws a hissy fit and, except in the case of Carter, were trying to get their agenda done while the president was trying to get some actual 			****		 done.    
   
In Clinton's case, it was welfare, funding for schools, and such. The  republican congress flipped 			****		 over extra spending for these areas and pretty much made assholes of themselves, causing Clinton's approval to skyrocket. And surprisingly Obama's is too right now.    
   
My opinion is that BOTH sides need to grow the 			****		 up and compromise instead of proving whose wiener is bigger.
