back in your days, nintendo wasted time giving pokémon pre-evolutions that are basically useless, like Pichu, Magby or Elekid.
Seriously... why waste time creating a weaker version of a pokémon they already have?
Also one can debate whether Wurmple has four evolutions or not, since it can go both ways.

'Cause it's a fox, an undomesticated predator. It's like owning a wolf or a tiger as opposed to a dog or a cat. I never really get owning undomesticated animals.
I read an article about that like a few months ago. Foxes are actually really suitable for being domesticated. Still, wild animals are wild animals and wild foxes don't belong in a house.
Almost all foxes are wild animals(apart from a 0,1% actually trained over a few generations). Don't forget the domestication of dogs has taken us roughly 5.000 years, and we've been owning them for 20.000 years. They certainly can be domesticated, but it'll take generations. As for now it's cruel to keep it in a house.
You weren't wrong, foxes can be domesticated. Just pointing out the odds aren't very favorable the fox in the OP really enjoys living with humans. Problem with wild animals is that they're naturally human shy, and living in a house might be extremely stressful for them(which is why animals in zoos live way shorter than the same animals in the wild for example)
I recommend you not to get these kind of exotic animals. Even though this fox (fennec fox) is my favorite animal, i would never consider getting one. Mainly because only increases the business in the animal black market.
People catch these animals when they are babies and they take it away from their mothers and sometimes they even kill the mom if it's necessary. And when they ship it from africa (these foxes are from the Arabic and Sahara desert) to other countries, many of them die during the shipping. Same happens with otters, lynx, monkeys, etc..
Keep this in mind whenever you want to an exotic animal.
