History is written by the observer. Propaganda is written by the victor.

Fun fact. The word 'punic' means faithless, or treacherous. It derives from the word 'phoenician', which was the culture of Carthage, which lost to the Romans. We don't think much about it, but we still see traces of the hate the Romans had for the Carthagenians.

I wouldn't call that propaganda, just how things went. Keep in mind that the observer has opinions too, and would leave details known for the benefit of his side. The Northwood Operation was a plan devised by the American military to commit acts of terrorism against US soil and blame it on the Cubans, in order to gain public opinion to retaliate. We don't hear about it much, because the observer didn't find it very useful to report as the relation between the US and Cuba was very tense at the moment.
