That would be Skullgirls, an indie game on Steam. It's very good actually. The character in the video is Big Band, who uses instruments for attacks. One move lets him pull out a trumpet, the player can use the directional keys and command buttons to play different notes on the trumpet. In all reality, they could've played any song in the middle of battle.

I'm pretty sure that, if you wanted to, you could. They just didn't build the platform with modding in mind at all, seeing how story-driven it is, and how reliant on continuity it is.
When I got it, I originally got it off of Fuwanovel, here fuwanovel.org/novels/grisaia-no-kajitsu, but it appears that since it's going to be getting an official, licensed english localization this year, www.kickstarter.com/projects/sekaiproject/the-grisaia-trilogy-three-huge-visual-novels-for-p (from a fairly well respected group, at that,) that Fuwanovel pulled their downloads. There's a fairly brief synopsis in the first link, and more information in the second. I've got the original install package, but idk how I'd get it to you.
