The guy he's interviewing is labelled as 'Representing every single black person in Britain' a joke on the implied authority news stations label interviewees. The whole story was blatantly manufactured to support their own agenda. The language used by the reporter is overtly conservative for comic effect. The segment ended immediately after they got the answer they wanted out of him. Chris Morris' character is heavily inspired by Jeremy Paxman (an English news broadcaster if you didn't know).

I think that's what is brilliant about, there is a fine line between awakrd/funny and just awkward.
