the problem with that is publicity. an example of cyber bullying - someone photoshops your photos and posts them online, so everyone can see them. or creates false allegedly. I mean it's not targeted at a person, it's targeted at person's friends, relatives, classmates etc.

Offense is not given, it is taken. Simple as that. If you get offended at something that is said to you, it's because you have some kind of insecurity about yourself. So work towards fixing that. You'll find that the happiest most confident people ignore unfounded criticism because it doesn't offend them.
Example: Someone calls you a faggot. This person was either making a joke or they said this with the express intent of activating your insecurities because they have nothing legitimate to criticize about you, so they take the easy route and hope you'll do the rest. Are you sad or offended by this? If so, look at yourself and your lifestyle and figure out why you're unhappy with it. Take steps to be happier and do what you want to do in life so that you have nothing to be insecure about. Otherwise, if you laugh off this comment or ignore it, good job. You're operating like a responsible adult.
What if the offense is given on a medium that is not anonymous and public (as it would be on Facebook)? What if the offence slanders the character of the person involved?
Such an offence will not go away by turning off your device, nor by "working towards fixing" whatever the slander might be addressing. The only thing in need of fixing is the attacker's bullying behavior.
Defamation is illegal for a reason, and your view is extremely naive and narrow to that effect.
If what they've done is slander, sue them for slander. If it's not, suck it up and deal with it. There are legal distinctions, so it's obviously a separate matter.

Also, sometimes people will act like dicks to me for no reason that I know of, at least . It's somewhat illogical, but insults online still have effects on me, as I'll be unsure what about me personally may have provoked them. Not saying that people should be censored, but messages intended to be hurtful shouldn't just be overlooked as neutral.

I just saw a swedish debate where they talked about trigger warnings, some metrosexual faggot wanted his school to have trigger warnings if white, heterosexual people where involved in his education, so if they read a short story about a heterosexual couple they want to be warned in case they're triggered.
Anyway, at the end of the debate some old guy says: "I have worked with education all my life and a school that hasn't equipped a person of your age with the critical thinking needed for handling those situations without a warning has failed.".
This is this whole ordeal in a nutshell, people need to grow the **** up and realize that nothing happens if you're offended, you don't get cancer, aids or leprosy because of a mean comment. These people can just go back to kindergarten if the real world is too harsh on them because they obviously lack the maturity and brain development to survive in the real life.
