The west interferes somewhat, but it's mainly due to their corrupted system already in place. So don't go down that line, Africa has a vast majority of natural resources that they could easily tap into. However they are usually to busy trying to machete the **** out of each other or trying to survive under another African Warlord. Understandably, the west does abuse Africa by draining them of their resources, but cheap materials/labours is what everyone wants. If Africa got their **** together they could easily throw it together, however that time is most likely past. They lost their chance when they fought for thousands of years with nothing but sticks and stones.
To sum it up, Africa made 900 problems. But everyone else caused around 100 problems.

Our government money and workers shouldn't be helping them out anyways, not with all the **** going on in murika.

I'm all for helping other countries - I just think we should help our own citizens first. As soon as everyone here has food, shelter, medical care, and every child has a loving environment to be raised in, and treatment for preventable diseases and all that jazz is available....then sure, send whatever extra we've got to Africa.

But until then, let them help themselves.
