If it were ice, the structure would be rigid, and we can clearly see that this is in fact a slurry.

I believe it freezes on any contact and not jsut contact with ice.

The trick is, water needs to make crystals to become ice. If it's colder, you need less water for 1 crystal. If it contacts anything where it can crystalize, it will freeze immediately completely

You know this would be a pretty bad ass way to serve up frozen mix drinks. It would be that little flourish for showmanship.  I doubt it would be practical since I don't know what all entails about super-cooling water. But yeah imagine like a margarita thats liquid till it hits the glass? Pretty awesome!

Alcohol has a very hard time freezing, meaning it would only work for virgin drinks, and even then any particulates or impurities in the water could set it off long before you pour it, so unfortunately, this is impossible with current technology/knowledge
