I grew up in a pretty ghetto area. My parents sent me to a free, city run day camp from ages 8 to about 13. These camps were held in middle school buildings, none had pools. Each building would, once a week, get a giant dumpster rolled in filled with water to swim in. If you had "pool" listed and the Dumpster Pool wasn't available, we got to learn how to open a fire hydrant.

Good times.

But yeah, definitely a real thing. You can taste the poverty if you open you're mouth underwater in one of those.

The only genuine reason they could have to stop you would be lack of seat belts. So long as the brakes are strong enough to deal with the added mass, and the major controls are unrestricted I see no reason why it would be illegal. they wouldn't stop you driving a convertible with the top down in the rain and they wouldn't stop you from driving a pickup with a bed full of water so I'm struggling to find the issue.

It'd be considered driving recklessly. Not to mention that the officer who pulls him over would also suspect the driver of being intoxicated.
