Could've been rusted. That's a common problem. The supports for those things rust or crumble and then they start falling. Started happening at my college after lamp posts started getting blasted with sprinkles.

I'd assume it's a firefighting class or demonstration or something. It would make sense to demonstrate how strong the axe is or how easy it is to break through concrete.
