Well, if they're only interested in the penis and aren't attracted to any other masculine features. e.g. deep voice, broad shoulders, tight abs, then they probably are not gay. They might have some very light bisexual tendencies, but certainly not gay. That would be like saying a woman is a full out lesbian just because she's slightly aroused by her friend.
Arousal can be more primitive, which is what that study indicates, but orientation is more complex and has a variety of factors. What I'm saying is that you can't consider all women bisexual because they get aroused by images of other women because a majority of males also are aroused by the penis subconsciously.
