K, so I know I probably shouldn't start a feminism thing but wth. Whilst it is obviously the right thing to do to hire based on ability and straight up ignore gender/race/etc when hiring, instead of saying at least X% of your workforce have to be X minority, there is more to it.
In MOST circumstances, people like to hire people like themselves. So if your company is run by tall white men, they're gonna tend to hire tall white men. This means not much changes within the workforce, and it takes time to gradually accept more diverse people regardless of skill set. If you set quotas for employing minorities, then it forces there be variation. This means there is less preferential hiring, and eventually you can do away with restrictions because there is enough variety to ensure fair employment.
TL;DR ensuring that you have to hire certain numbers of minorities is an ugly and forced way accelerates the rate at which the company becomes more fair and merit based in hiring. means to ends

Like, I know that can be the case. But in this episode, the guys are actually really sexist. They keep track on when the one womans menstrual cycle and then just ignores everything she says when she's on it. Not that they listen much to her otherwise, then they just tell her to get more cake.
