Im from nz and i can tell you that it is because it was measured by a horse and carrage, and because of the ineficiency of horses and carrages on sand the journey seemed longer and was miscalculated.

It was because horses were said to be able to walk 30 miles in a day. It took 3 days to trek along the beach when they were measuring it, but they didn't account for the soft sand being harder for horses to walk on.

Broken white lines means it is legal to pass in the US. I didn't realize that it's different in the UK.
