after some research, I have discovered that the "armour" is actually the sternum. but still, why is it that humans get a small rib connector, but penguins get a chestplate

Probably because having a solid piece of bone in our chests beyond a certain size would inhibit our flexibility. Penguins have much longer necks, so they aren't facing the same challenge.
