Phone lines still carry small amounts of current in case of outages and residents needing to call for help.

It's why my parents keep a phone mounted to the kitchen wall.

And seeing as it was the 1990's, it can be assumed just about everyone had a landline.

Landlines don't need power from power lines, they carry their own charge capable of making calls.

No caller ID or directory, but you can make calls if you remember the number.

Maybe I haven't been in the right place but I am from the west coast, same coast as L.A. is on, and when I sit in the forest (hundreds of times) on a cold crystal clear night with no moon, I have still never seen that cloud, I would like to see it but I just haven't yet.
