this would work great save for the fact that the amount of time each light takes to change is dependent on traffic.6

but what about lights that are set to change when cars approach them. this would work well for timed lights, but for lights with senors on them. Would the green and red light just show full hours glass' until they knew a car was approaching. And then what about when lights burn out, this design look as if it has 10's of LED lights, when one burns out then it just looks and stupid and with 10's of them in there multiple one's will burn out and then you'll have road teams out way more than needed, the lights now incorporate 3-5 lights when one burns out they go change it and they don't comeback for months to years. Oh one more thing how about turning lane lights, are there going to be arrows put on it. I am sorry this is a real ******* flawed idea. You know what cheaper, adding a fixture that has a count down like a box next to the light that say 10, 9 , 8, etc OH WAIT THEY DO, it's called a cross walk they ******* tell you when the lights gonna change and you can see it from yards away.

You can't use timers because in almost all of the crossroads starting a certain size (in europe at least) there's sensors in the road that will detect the ammount of trafic and dynamically adjust the passage time for each direction accordingly. (not implying it always works properly though, bein stuck at a red light still sucks)
The things that detect the cars are squares that look like some bad patchwork, squares sealed of with some kind of rubber (as seen here), so whenever you see those, that's not due to road construction or anything, those are pressure plates counting cars, and in the vicinity of those on an intersection you'll also always find one of those grey electrical boxes, those are the computers commanding the lights.

The real reason why this isn't really common is because most stoplights use sensors underneath the road to gauge when the light should change.
