The closer something looks to being human without being human, the creepier it is. For example, a teddy bear is unlikely to ever be funny. A ventriloquist dummy is somewhat creepy. And that robot baby thing from Twilight is the stuff of nightmares.

Clown makeup makes them look close but not quite human so it creeps people out. The fact they appear to be perpetually smiling often doesn't help.

If all else fails, blame Pennywise.
