Pretty sure the punctuation is a suggestion meaning that perhaps he had done something bad before the moment captured in this gif to bring about this karma. Karma isn't instantaneous in every situation, his bad actions do not have to be included in the gif itself =/

Hey you. Ya you. The guy calling someone else a dumbass. If you would read, there is a question mark after the word "karma." Now, what you just said is common knowledge, so we can assume that this guy knows this. Now, if we put the two things together, we can logically guess that the poster is wondering if this guy has done something bad. The first thing you did was assume that he was stating that this was Karma, which is obviously not true considering the question mark. Then you continued to assume that the guy who had this happen to him hasn't done anything bad. Then you decided to be a dick and call this guy a dumbass under nothing but unproven/obviously untrue assumptions. So consider the following: you are a ******* asshole.

This might sound sarcastic, but you're right. Now that I step back, I see where you're coming from. I assumed that when he put the question mark, it was in an ironic sense(if that makes any sense), Moreover, most karma related posts show the reason for karma in the same content, so I assumed that this was also the case. Now that I look back, I really did look like a dumbass.

Well, at least you don't seem like an asshole, with the apology in play.
