I doubt its this, but it could be an advanced algorithm to match keywords in a response, or the content title, with ones found when googling those keywords, and then searching the database of post for ones matching. Its just more rolls, and the good ones get thumbed to the top...
So I tried to imagine a relatively low level situation where I think you might see this happening.
A level 2 rogue level 3 wizard versus a level 5 wizard.
Assuming the level 5 wizard has 16 intelligence as a high stat and the rogue wizard has 16 dex as a high stat then the rogue/wizard gets +7 to reflex saves and has evasion preventing all damage dealt by the lightning bolts if he succeed, meanwhile the wizards DC to dodge his lightning bolts is 16 meaning the rogue has a 55% chance to negate all the damage dealt by the wizards Lightning bolts.
A level 3 wizards magic missile deals 2d4+2 (4-10 damage average 7), meanwhile the level 5 wizards lightning bolt deals 5d6 damage (5-30 damage, average 17) factor in the 55% dodge chance his average becomes 9.35 which still leaves the pure wizard ahead in overall average damage output.
so yeah as a rule of thumb you are correct, the guy spamming level 3 lightning bolts is more likely to win.
(Although, if the rogue wizard were clever he could cast Grease forcing the pure wizard to make balance checks which unless you have 5 ranks or more of balance - a highly unlikely thing for a wizard to have - makes you considered flat footed meaning the rogue wizard would get sneak attacks equally things out, however that's an entire extra action)
I just realized it could actually be pretty effective to make a rogue 15 wizard 5 with the practiced spell caster feat from complete arcane and some sort of spell storing items, then you could consistently toss out magic missiles that hit no matter what and deal 8d6+5d4+5 damage 4 times a day before feats and items which I think is pretty good since one of the bigger weaknesses of Rogues I've found is monsters with huge natural armor values.
Ah, but Lightning Bolt allows for a reflex saving throw, while Magic Missile automatically hits. True, Magic Missile also does less damage, but maybe he's trying to just finish the other guy off?
He'd be taking more damage than it's worth, when he's just spamming magic missile several times to kill him. Easier/faster to cast a higher level spell rather than spam multiples of low levels, unless he's okay with taking extra damage.
Remember kids: There's no such thing as too much overkill.
Unless you've got a Rogue/Wizard with both improved evasion and a good reflex save, making it so that you take half damage on a failed save and no damage on a successful one.
Aside from that, I agree, there is not such thing as Overkill.
