You forgot about Blitz, which comes in handy with Sneak and Ninja. Once attained, it's almost like teleporting between victims of yours ('specially neat when Kremvh's Tooth is in play).
Did you look that up or are you just assuming that? I just looked it up and it says "When attacking, you gain a +15% critical chance on all Melee and Unarmed attacks. Also, Sneak attack criticals do 25% more damage than normal."
So he observed that his sneak attack crits didn't do 1/4 more damage? Fair enough. Though I'd say it's pretty hard to observe your chances increasing with melee and unarmed unless you tally it, but then I wouldn't know what numbers to start with. When games talk about increasing the percentage chance, I don't know if they mean they're increasing the current multiplier or adding a new multiplier. They should really make it clear.
Well I fought a Behemoth on very hard at level 12 with a bladed tire iron, and I blocked every one of his attacks and the worst that happened was some of the pieces of my power armor broke, and in the blocking tutorial it says something like ''Blocking has a chance to cause no damage and make your opponent recoil'' it wouldn't surprise me if a few other things aren't what it says they are.
Enemies probably have their own multipliers and attributes like mass or armor threshold which nullify some of the effects that your own perks have. It'd be nice if they would lay it all out in black and white.

Intelligence is pretty much royally nerfed in this Fallout.
Dialogue options are entirely influenced by your Charisma stat, and only as a dice roll add-on. No additional dialogue options.
Intelligence doesn't give you skill points anymore because there's no skills to put points into anyway.
Intelligence only really serves the bare minimum of unlocking certain perks (which if you're doing a melee-fighter you probably won't care for) and a pitiful 3% bonus in experience for each point. That's it.
To make matters worse, you can even compensate for any missing experience by putting points into your Luck where you can get a perk called Idiot Savant, which gives you a luck chance (which is inversely proportional to your intelligence; i.e. less intelligence, greater chance) of getting a massive boost of experience that basically compensates. no. In this game it is actually beneficial to have 1 INT and then have 5 luck (or more) and take the idiot savant perk. Gives you 5x the normal experience at random.
This quest was supposed to be worth 324 experience but it gave me enough for 2 full levels
Its a trade-off, intelligence gives you extra exp, so it balances out pretty well i would guess, also no intelligence means no scrapper perk, no science perk, no gun nut perk
Here's another tip for getting some extra umph out of your special stats
If you have a special at 10 (the max you can normally get without armor/chems/perks), and then collect a bobble head that increases that special, it will be permanently be boosted to 11
So using the build in the content, if you find the "You're S.P.E.C.I.A.L" book in Sanctuary Hills to boost your Strength from 9 to 10, you can then find the Strength Bobblehead and further boost it from 10 to 11.
That also means that, should you be patient enough to invest your perks in leveling up all seven SPECIAL stats to 10 before you start collecting bobble heads, you can have 11 all across the board
The only downside is that if you've already found the bobble head for a stat before you raised it to 10 (say you had 8 in Charisma and you raised it to 9 by finding the Charisma bobble head) you will no longer be able to push it to 11

Just throwing this out there, I like to do "superman" play-throughs after my first play-through. That's where you use the console to make your character a super high, ridiculously powerful character at the start, and then see what you do when you have all of the power.
Something that could be useful since you have 1 INT is Idiot Savant on the luck side. 3x XP chance > 5x XP chance with a high rate helps speed up leveling a lot, especially if you get it on a quest. Keeps you ahead of the curve.
