Not sure why someone thumbed you down for asking a question...
One answer as to why he wanted him to drop the beer is because of a US law against drinking in public.
Although, in Las Vegas, as long as you're on the strip it's legal to drink in public...
Why in this particular case he wanted him to put it down is because the man is pretty drunk, and just stole the bundle of clothes next to him.
Kind of hard to cuff and question someone if they have their hands full of beer and clothes.

Most cities/ states have rules against public intoxication and drinking- it isn't a US law, its typically cities, and sometimes states. Nevada does not have public drinking laws, but enforce public intoxication more strongly. Here in MN we can't even bring beer out of the bar for a smoke...... No clue why buy it is a state law.

Bars and restaurants are considered private property in America. You can drink alcohol inside them and on any external seating they may have, but as soon as you step off the property with open alcohol, it's illegal.

I, personally, think prohibiting public drinking is a stupid law. Just make a law against harassing other people. It is legal in establishments, bars, restaurants, what have you, as they qualify as private property.
However, if you were to take it outside the door, out to the sidewalk, you're in public space, and can be ticketed.

I only visited but while I was out drinking at night throughout Europe I didn't feel like a SWAT team was going to murder me for having a drink in my hand.

In the U.S. I was using an old but nice and convenient wine bottle for my water and was detained and questioned by police for water. Not even kidding. They even poured out my ******* water and left.

Had a similar experience as a counselor at the YMCA. Yes, the Strip has the most casinos, but there are others scattered throughout the valley. Also Las Vegas is home to the highest observation wheel, the High Roller, which is really cool. The dude is actually on the Strip with the casinos and is on the median which is why he got busted.
