This actually happened once with a Nokia. The guy got shot, and his phone stopped it dead in its tracks. He then used the phone to call the police.

No he actually got the bullet to ricochet into another that he had accidentally flung into the air (it was a matching one for his girlfriend) and the bullet shot the gun out of the man's hand. He later used the gun to call the police.

barrel length plays a huge role
the longer the barrel, the more time for force to be applied, which will increase the momentum of the bullet
thats why rifles have higher muzzle velocities than handguns

.22 lr actually has surprising penetration. Such a tiny bullet, traveling at a decent speed. They've been known to slip through bulletproof vests.
