Blue eyes is a recessiv gene, brown eyes is a dominant gene. Meaning you can have blue eyes without either of your parents having them, but the same does not go for brown eyes. Note that this is a generalization.

This is obviously complete ******** , it was written by someone who has no knowledge of genes besides what they were taught in 8th grade or freshman biology. Eye color is not controlled by a basic recessive/dominate gene relationship (BB, Bb, or bb). They teach you that a lot of traits (eye color, hair color, widows peak, tongue rolling) are like this because the reality is much more complicated and can't be understood if you don't first understand the a basic Mendelian relationship. People do not only have brown or blue eyes, there are hundreds of shades in between and even more shades outside of that range like grey, green, or almost completely black. The same goes for the color of your hair. There are almost no traits in a human that can be expressed in a 2x2 punnet square. The only one I can think of in humans is albinism.

Two people with blue eyes can have a brown eyed child, they are just more likely to have a blue eyed child.

Yes, recessive genes could make offspring exhibit a different trait that none of the parents have. However, I believe blue eyes is a recessive trait. So if both your parents have blue eyes, then they BOTH have TWO recessive alleles for blue eyes. The only color their child's eyes could be is blue.

In complete seriousness, eye color can't accurately be determined by a punnet square, there's a lot of genetic factors that go into eye color. It's not just one allele.
I doubt this happened, or that teacher isn't qualified to teach their students about genetics.

Not entirely true. In most cases yes, but not entirely. There is a set of genes, HERC2, and OCA2. You need healthy versions of both to have brown eyes, if one is broken, your eye cannot have pigment, even if it was supposed to. If one parent has a broken copy of HERC2 and a healthy copy of OCA2, they will have blue eyes, and if the other parent has a healthy copy of HERC2 and a broken copy of OCA2, they will have blue eyes. If you cross the kid, can end up with a healthy version of OCA2 and HERC2, and have brown eyes.
