Never been able to successfully target them with VATS, not sure if it's even possible. You might get lucky with a free shot, somehow. If you happen to be firing a minigun toward the end of the Fat Man when they fire, perhaps, or if you hit the area with an explosive just right.

You'd almost certainly need Jet to reliably hit it, if at all possible.
