If I'm remembering the history on it correctly sure you know this already, I'm only mentioning it in case you don't , the reason it sucked was because we needed a flamethrower desperately because every other major military power had their own. They just threw one together but by the time production was really getting into motion, the M2 was far enough along in R&D to start being produced and had adopted the best features of other nations flame throwers
That was more long winded than I intended

Yup. Sort of. M1 came out quickly cause we needed one. It sucked, so they immediately started work on a replacement. Wanting to fix what they broke with the M1, they did as ou said, took the best features of all others, and made what is often considered the best flamethrower of the war.
