I think that's "on average" which includes the people who forget to take their pill, or take it with antibiotics... basically including the people who don't take it properly.
If you take the pill at the same time every day, it is 99% effective.

i never understood why people say condoms are 99% effective. I've been doing the nasty with my wife since we were 15 (now were 22) and we have never been pregnant after easily more than 100 times of doin the nasty. weve used a rubber everytime

They calculate birth control effectiveness by recording how many women become pregnant in the span of one year while using a specific method. Condoms are effective 98% of the time (with perfect use), which means statistically about 2 about of 100 women become pregnant in a year of perfect condom use.

Hypothetically, this means your partner and you could use condoms for 10 years and have about a 20% chance of her becoming pregnant by the end of it.

2 days ago I lost my virginity. The girl insisted she was on birth control and there was no need for a condom she just told me today that she was not on birth control and that she lied. just felt like sharing.

Even if she wasn't on birth control, you'd still need a condom to protect you from STDs. In the US, the CDC reported that 20% of high school females will have an STD.
