You are correct. There were two during his presidency. Also, while everyone likes to blame Bush and Obama for the deficit, though they did not help the case, most of the blame should go to Clinton. I'm not sure why he's throwing the surplus in your face, because he only presided over it. It was the Republicans' doings.
