I know how to use single quotation marks, which is why they're unnecessary here. You only need double quotation marks for one character who is speaking and not reciting or otherwise themselves using quotes.

"And for Gimli, son of Gloin, who requests but a single strand of my golden hair," said Galadriel, "I give a restraining order."

It's fictional dialogue written in dialogue form, and therefore quotes are fine even if you haven't heard any elf queens talking. The single quotation marks are unnecessary. And, even if they were necessary for the reason you state, you wouldn't put them within double quotation marks because then you're still quoting them directly as saying what is written in the single quotation marks. Single quotation marks are for quotes within quotes, or putting emphasis on something that is slang, jargon, or otherwise a word or phrase being discussed.

Good, now that we've established that, read the content again. The whole post is a quote. The single quotation marks are there because it is a quote within a quote. The mistake is that the first one was left out, which is probably what got you confused. Easy mistake to make.

The writer is writing fictional dialogue for a fictional character in dialogue form. When you write in dialogue form you quote the character, and would only use single quotations if that character were themselves quoting something else.

Again, this would be how you would write it correctly:
"And for Gimli, son of Gloin, who requests but a single strand of my golden hair," said Galadriel, "I give a restraining order."

If you were quoting the sentence of Galadriel's dialogue I wrote, you would write "'And for Gimli, son of Gloin, who requests but a single strand of my golden hair,' said Galadriel, 'I give a restraining order.'"

But, since the original author of the tweet had created his own dialogue, he has no need to include any single quotations, because he's only quoting a single character who is not quoting anything else.

Yes, but the context of the tweet is that if these things were quotes from the book then they would be terrible, the author isn't saying "hey look at these funny misquoted pieces of text I've created".

The single quotation mark is still unnecessary, because this isn't an essay. If he was writing something about such a quotation in his own words as part of a larger paragraph, that would be different, because he would have to set apart his own words from the quoted text. He is not doing that, which makes single quotations superfluous.

He's writing the dialogue, there's no need for him to do that. You quoting him would need to do that, but he doesn't have to. That's the point I've been trying to make this whole time.

In dialogue form. In dialogue form, you only need to put quotes around what characters say, and single quotes around things the characters quote.
