One April Fools day I set up garage sale signs on every corner around my block, with arrows that would lead people in a circle. I then set up a lawn chair and watched as cars did laps around the neighborhood, going slower and slower. I did it as a kid, and it is still the best one I've ever done.

Fire hazard, Inciting panic, Disturbing the peace, Burning tires is also toxic, and bad for the environment probably something can happen with that considering Alaska is pretty pro protect its environment. Umm... Peta could say something about near by animals probably as well. Maybe stolen property if any of the tires were not his.

But, he doesn't really force police to spend any money unless they falsely assume it's an emergency and start performing emergency operations without confirming what the smoke is coming from.

As for inciting panic, I don't think that's really what this is. Inciting a panic implies some kind of direction, communication, or coercion. Starting a fire on a mountain isn't the same as toting around a fake gun or claiming to have a bomb.

But, he didn't really do anything to force people to draw that conclusion. He just made smoke, which could easily be a forest fire. If he himself had pretended to freak out and attempt to evacuate, telling everybody he saw that the volcano was going to go off, then maybe I could see it sticking.

Mount St. Helens had trees on it before its last eruption. Some inactive volcanoes in Hawaii are completely covered in grass and trees. So, yeah, **** you.

Do you see where the fire is burning? where the hell is the fire hazard? But I do agree with you, disturbing the peace, plus I think there a thing where if you are the cause of misuse of public systems (ie forcing rescue services to go mobile/people to go check if the volcano really is active), you can be fined for that as well.

Were and what is around can be irrelevant if its not on his private property. Burning **** in the middle of a ******* desert, tundra, Rain forest, ocean. Can be considered Hazardous. Its mainly the fact it isn't on his private property or an area designated to allow burning.
