Navy right? I need to take time, sit down, and actually learn military stuff. Considering my mothers side has a few relatives my age going off to the Airforce.. My great grandfather was an officer on the USS Enterprise (CV-6).I remember him taking me and my mother to tour a base and seeing the guys in the guard post snap to attention when he showed his rank, thats pretty neat to see when you are like 7 years old.

Need to see him again as he's getting up there in years.

Also I'm unsure but I think the USS Enterprise is about to be decommissioned. I'll have to ask, it's really cool that your grandfather was an Officer onboard.

There were several, The one he served on was the CV-6 during wwII.

He was a captain, but it was not during his time on the Big E. Not sure what rank he was during his time on the ship. (again, I seriously need to see him again, i'm worried if I don't get more stories out of him they will be gone forever.)

If you reply sarcastically, they know you're not sorry for it. So, higher fine. Maybe that'll stop you from doing it again.
If you reply honestly yes, they know you understand your mistake, and depending on your situation they might lower the fine for you.
If you honestly don't understand what you did wrong, then they know to explain to you what you did wrong and why, and they'll either let you go with a warning or go as easy on you as they can.

But see they shouldn't be able to do that. Their job is to uphold the law, and it's pretty unethical if you make the decision on whether or not to write somebody a ticket based on their tone of voice. Especially the amount of the fine, that should only be affected by how severe of a law was broken.

Fines have a minimum and a maximum to them for each offense. This is because if someone was misinformed, they don't deserve as much of a fine as someone who deliberately broke the law. It's part of a police officers job to make quick decisions where an individual falls.
The world is complicated, and there is no reason the law shouldn't be built to accommodate for that.

For something to be truly fair, the consequence has to match the circumstance. Not just what happened, but how and why.
Suppose there's a group of people all working together to do something, and their food supply gets low. Ignoring who the people are and what they do, it'd be fair to share it all equally.
Change that to a ship and its crew, the captain always gets the better, fresher food, and more of it. Not because he has more power, but because if he gets sick, the entire ship stops working. It wouldn't be fair to the crew, or anyone relying on them, to risk the captains health and safety just so everyone else can have nicer food.
