Yeah, if only there was some sort of organization that had discovered a way to create synthetic animals that were mostly organic and appeared identical to the originals.
Or if only there were some sort of sealed fallout shelters that could serve as vaults containing prewar technology and organisms, and if only there was a high possibility that one of these vault shelters could have contained pets.
Or if only the West coast was on the opposite side of the continent from the Commonwealth and there were a possibility that cats were not hunted to extinction on the East Coast.
It wouldn't be too terribly implausible that the cats were some obscure Institute experiment. Maybe something to test the viability of synthetic animals in the postWar Commonwealth. I mean, they couldn't exactly release the gorillas into the wild and expect a good result.
Regardless, people getting pissy over the presence of cats need to ******* chill. There are plenty of viable explanations, and even if there weren't, getting your panties in a bunch over such a trivial detail is pathetic.

I think in one of the old fallout games a girl had a cat. I think you're right and they said something about that being the only cat left. But it isn't too far fetched for there to be cats in the east again
